Don’t find out too late that your consular certificate is not yet valid as a final Brazilian certificate.
Birth, marriage and death certificates issued by a Brazilian consulate abroad, known as consular certificates (certidões consulares), must be transcribed at a Brazilian civil registry office (cartório) before they have full legal effect in Brazil. Cartório BR handles the entire process for you, with no trip to Brazil and no risk of going to the wrong registry office.
- Handled in Brazil, with no need for you to travel
- Team in the United States and in Brazil
- Remote service for Brazilians in the United States
- Average turnaround of 30 to 45 days
The document you have may not be the one Brazil will require.
When a birth, marriage or death takes place in the United States, it can be registered at a Brazilian consulate. That registration produces the consular certificate.
It works for services handled at the consulate itself, such as issuing a passport, a CPF (Brazilian taxpayer ID) or a voter registration card.
There is one point, however, that many people only discover too late: to have legal effect in Brazil, the consular certificate must be transcribed at a Brazilian civil registry office.
The worst time to find this out is when you already need the document urgently.
Without the transcription, the document puts your life on hold in Brazil.
Many civil, registry and administrative procedures in Brazil require the final Brazilian certificate; the certificate issued by the consulate is not enough on its own. You may have the document in hand and still need the transcription to take care of your pending matters in Brazil.
What does it mean to transcribe a consular certificate?
Transcription means registering, at a civil registry office in Brazil, a certificate issued by a Brazilian consulate abroad.
Once it is transcribed, the record becomes part of the Brazilian civil registry, and the final Brazilian certificate is issued from it: the one commonly called the “green and yellow certificate” (certidão verde e amarela).
From then on, copies can be requested from any civil registry office in Brazil or online, and the certificate is valid for civil, registry and administrative procedures throughout the country.

Final Brazilian certificate, registered in Brazil.
This service is for Brazilians in the United States who have:
Consular birth certificate
Children born in the United States to a Brazilian parent and registered at a Brazilian consulate. The transcription turns the consular record into a final Brazilian certificate, which the child needs to obtain a passport and other documents in Brazil.
Consular marriage certificate
A marriage performed abroad that needs to have legal effect in Brazil. Without the transcription, updating your marital status, changing your name, getting a divorce and dividing assets are all put on hold.
Consular death certificate
The death of a Brazilian citizen abroad, when the family needs to handle probate, the division of assets, survivor benefits or other pending matters in Brazil.
The problem shows up on the day you need the document.
The consular certificate often sits in a drawer for years, and its owner assumes that everything is in order. Until the day someone in Brazil asks for the document.
That is the day you find out that the document required is the final Brazilian certificate and that the consular certificate still needs to be transcribed. Your child’s passport cannot be issued. The school will not accept the enrollment. The probate case does not move forward. The registry office sends the request back.
That moment never comes at a calm time. It comes with a deadline, a trip already booked, a stalled case or someone waiting.
The transcription is what turns the record made at the consulate into a document with full legal effect in Brazil. Done ahead of time, it takes a few weeks, with no rush at all. Done at the last minute, it takes the same few weeks, but with everything else on hold waiting for it.
Without the transcription, the following may be put on hold:
- Issuing Brazilian documents
- New Brazilian national ID card
- Passport issued in Brazil
- School enrollment
- Recognition of a divorce
- Probate and the division of assets
- Change of name or marital status
- Procedures at registry offices
- Full proof of marital status
“The certificate issued by the Brazilian consulate must be transcribed in Brazil.”
Many consular certificate formats carry this notice on the back. The transcription is done at the 1st Civil Registry Office (1º Ofício de Registro Civil) for the applicant’s place of residence in Brazil. If you have no residence in Brazil, the transcription is done at the 1st Civil Registry Office of the Federal District, in Brasília.
The consular certificate itself states that it must be transcribed.
This is not an optional formality. The transcription is how a record made abroad gains full legal effect in Brazil. The rule is set out in Resolution No. 155/2012 of Brazil’s National Council of Justice (CNJ), Article 1: birth, marriage and death records of Brazilian citizens drawn up abroad are transcribed in Book E of the 1st Civil Registry Office of the judicial district where the applicant resides, or of the Federal District, with no need for a court order.
In practice, many people go to the wrong registry office, send incomplete paperwork or do not know which office has jurisdiction over their case. That is where the process gets delayed.
You do not need to travel to Brazil to get the transcription done.
